Abstract Analysis on think tanks in research universities finds that their regional distribution is of significant clustering phenomenon. There are three types of establishment model which are officialindustrialacademic cooperation, universities autonomy and international cooperation. Research areas are extensive but mainly focused on educational, economic, international issues. Confirmed by interviews with experts, think tanks are in insufficient development of the connotation construction. We need to establish a correct concept of think tanks, to construct the highlevel talent team, to build the entityrunning management system and operation mechanism, and to create the specialized knowledge production and transformation platform, so that the connotation and quality construction of think tanks could be strengthened.
