Abstract Guided by the spirit of the Opinions, the secondary college governance of ordinary undergraduate institutions needs to do the same, which makes it from being governed to moderate selfgoverning, from the subject of nominally independent governance to the subject of actually academic governance. The right of academic governance and some relevant rights belong to college governance; rights which the college cannot be responsible for or not good at don′t belong to college governance; more important rights, which are highly relevant to the right of academic governance and should not be held by the college, should be cogoverned reasonably. Regular undergraduate institutions should decentralize, improve regulation and optimize services and colleges should govern themselves normatively, positively and rationally.
