Abstract A vocational undergraduate degree is a brand-new degree system that needs to follow several shouldbe requirements, which are defining the independent attributes and characteristics of vocational undergraduate degrees, forming a complete framework, matching and integrating with the existing degree system, and assisting in the development of vocational undergraduate degrees. Taking these as a reference, we can gain insight into the current development difficulties faced by the vocational undergraduate degree system, including unclear system positioning, lack of legal norms, and difficulties in operation and management. When constructing the legal norms for vocational undergraduate degrees, attention should be paid to balancing academic and professional aspects, emphasizing efficiency and credibility, establishing the concept of openness and internationalization, and also paying attention to the institutional protection and normative coordination of current education laws such as the new Vocational Education Law. On the path of legislation, it is necessary to establish fundamental legal norms for vocational undergraduate degrees, establish standards for granting vocational undergraduate degrees, and establish new qualifications framework for vocational undergraduate talents, in order to achieve comprehensive optimization and improvement of the vocational undergraduate degree system.
