Abstract Against the background of China′s building of an innovationoriented country, the new type of higher education institutions and the innovationoriented cities have negotiated and developed a new pattern of resource dependence and collaborative interaction. Based on the resource dependence theory, this study uses the TsinghuaBerkeley Shenzhen Institute as a case study to explore the resource needs and advantages between the three types of stakeholders as the new type of higher education institutions, the innovative government, and the entrepreneurial enterprises, as well as the collaborative interaction relationship of "universitygovernmentmarket" in the process. The study provides useful insights for the construction of the innovationoriented cities and the development of the new type higher education institutions: establish the notion of openness and integration to formulate a mutually beneficial relationship, build a collaborative governance mechanism to expand the space for innovative actions, create a higher education development model with regional characteristics guided by practical needs and form strategic coalitions to promote collaborative innovation and sustainable development.
