Abstract "National Outline for Medium and Longterm Educational Reform and Development(2010—2020)" clarifies that the internationalization is a longterm development strategy of higher education, and macro policy is an essential condition for supporting the internationalization of higher education. The internationalization policy covers four aspects: studying abroad, foreign students, Sinoforeign cooperative education and international exchange and cooperation. On the basis of policy combing, analyzing and evaluating, it is not hard to find that policy has played a decisive role in the internationalization of higher education, and some policy even breaks the mould. Multiple policies have facilitated the internationalization of higher education. Though with great difficulty, the evolution of policies towards internationalization remains unchanged, from "going global" to "bringing in",deepening the exchanges and cooperation with foreign countries. Therefore, it is a top priority to give full play to policy′s leading role by studying the internationalization policy of higher education and improving its support system.
