Abstract The scientific research quality evaluation standard in colleges and universities includes evaluation index system and evaluation index weight set. Based on the achievements of domestic and foreign literature, the study adopts the brainstorming method, Delphi method, questionnaire survey method, statistical analysis method and factor analysis method, and constructs the scientific research quality evaluation system and the relevant evaluation index weigh set which include 3 first class indexes, 11 level two indexes and 62 three level indexes from the three dimensions of quality of conditions for scientific research, quality of research process and quality of scientific research achievements.
