Abstract：The National University Students Cultural Quality Education Base of Harbin Engineering University tries to construct a system of excellent quality education courses by promoting the sustained development with “courses, lectures and activities” united as one. The base has ensured its key position by creating the “fiveone” features and taking “ten measures” and made allround achievements in exploration of cultural quality education.
