Abstract:The resources of quality higher education are distributed in an extremely unbalanced manner in China. For example, students are admitted by universities of “the 211 Project” more easily who live in municipalities, western areas, minority nationality areas and northeast China while students in those provinces with more examinees have less admission opportunities. The polarization is quite serious among some provinces, municipalities and autonomous regions. In order to realize educational fairness, we should adjust the enrollment plan with macro planning regulation at the national level, check the localization of admission by those famous universities, broaden universities fund raising channels, and enhance the awareness of serving the local to win the support of the public.
