Research on the transformation and development policy of local undergraduate universities in China: an analysis based on 138 central and provincial policy texts

Abstract:Based on 138 transformational policy texts, this study constructs a twodimensional analysis framework of "policy instrumentspolicy content elements" to investigate the combination of transformational policy tools and the importance of different policy content elements. The results show that the transformation policy relies too much on the capacity constructive policy tools, and the combination of policy tools needs to be optimized; The content of the policy shows a tendency of fragmentation, and the transformation policy has not formed a synergy for development; The compatibility of policy content elements and policy instruments is insufficient, and the scientific nature of policy formulation needs to be improved. Based on this, China should take the new round of review and evaluation as a reference to improve the synergistic effect of applicationoriented university construction policy and evaluation policy; Formulate a national support plan for highlevel applicationoriented colleges and universities to give full play to the policy demonstration effect; Strengthen the classification research and design of colleges and universities, and build highquality applied higher education.
