On the legal guarantee for the development of the "three integrations" of higher vocational education under the background of the new Vocational Education Law#br#

Abstract：The report of the 20th National Congress of the Communist Party of China put forward the idea of "promoting integration between vocational education and general education, between industry and education, and between science and education", and established a new idea to promote collaborative innovation in vocational education, higher education, and continuing education. At present, the "three kinds of fusion" reform of higher vocational education is facing the difficulties of the separation of vocational education and general education, the cooperation between schools and enterprises is difficult to deepen, and the motive force of scientific and technological innovation is insufficient. The newly revised Vocational Education Law has a close internal logical relationship with the development of "three kinds of fusion", which optimizes the "diversion of vocational education and general education" to "coordinated development of vocational education and general education"; clarifies the rights, obligations and cooperation contents of the relevant subjects of "integration of industry and education"; increases the integration of science and education, and cultivates talents through scientific research. It has effectively alleviated the realistic predicament of "three kinds of fusion" from the legislative level, but there are still some shortcomings. Therefore, legislators should further improve the relevant norms, pay attention to the convergence between laws, and the coordination between norms. On the basis of the coherent design of the "three kinds of fusion" norms, this paper explores the path of their entry into the education code.
