The power boundary and action criteria of the party and administration joint committee of secondary schools in colleges and universities |

Abstract Secondary schools in colleges and universities are organizations in which academic power and administrative power coexist, and there are multiple governance entities within them. From the onalysis of four dimensions of sample inspection, power dependence, resource allocation and organizational inertia, as a decisionmaking organization on important issues, the joint committee of party and administration is put in an "authority status" in terms of the system design and practice orientation. In the running of joint committee, we should establish guidelines for action, such as academic standard, collaborative governance, respect for the rule of law, and efficiency orientation. At the same time, we must clarify boundaries of power from other governance entities to ensure that academic power and administrative power run parallel, and support each other.
