Abstract Taking the case of the project of constructing the new campus of Graduate School, National S Research Institution, this study analyses the continuous adjustment of the policymaking process from the perspective of the multiinstitutional logical theory. It is found that the four main decisionmaking bodies, namely the state, the local government, the investment enterprise, and the research institution, have their own logic for their actions and that although the final decision may be not the most ideal scheme, it is the result of the conflicts and compromises among these different interest bodies as well as the consideration of both “scientificality” and “feasibility”.
