Abstract High quality development is the theme of China′s economic and social development during the "14th Five Year Plan" and even longer periods, and it is also the main objective of China′s higher education development. The generation of high quality development of higher education has both theoretical and practical logic, which is a development paradigm that focuses on high quality and better meets the real needs of the growing subject. The high quality development of higher education presents the goal and task shift from "quantity first" to "quality first", methods and means shift from "path dependence" to "innovation driven", and the evaluation focus shift from "internal resources" to "external contributions". In the new stage of development, the practical path for achieving high quality development of higher education is reflected in updating the basic concepts of higher education development in the new era, clarifying the value orientation of high quality development of higher education; insisting on demand driven supply, and deepening the supply side structural reform of higher education; optimizing the distribution structure of higher education and building a diversified higher education system; making full use of two kinds of resources and two markets to achieve a higher level of internationalization of higher education; implementing necessary supports and guarantees, strengthening resource supply, policy support, system innovation, and modernization of governance capabilities.
