The realistic dilemma and transcendence of the university-based entrepreneurial ecosystem in China |

Abstract The universitybased entrepreneurial ecosystem is an organic system, which is based on universities, and influences university entrepreneurship education′s implementation by making entrepreneurship education resources such as talents, capital and information circulate among universities, governments and enterprises. The system achieves effective integration of the "educational" and "entrepreneurial" through academic capital transformation and technology transfer. Seen from dimensions of the environment, structure, function and evolution, China′s universitybased entrepreneurial ecosystem faces some problems. The policy environment needs to be optimized, and the cultural environment is relatively weak. Population development is not balanced and coordinated, and harmonious symbiosis relationship is not formed between different populations. Functions of talent flow, capital circulation and information transmission are not given full play to. The system is in a growth stage, and the agglomeration and diffusion ability of innovation elements is inadequate. Therefore, China should optimize the policy environment, and reshape the cultural environment; balance population development, and establish a cooperative and symbiotic population relationship; coordinately give play to functions of talent flow, capital circulation and information transmission; improve operation mechanism, and strengthen the agglomeration and diffusion ability of innovation elements.
