Abstract With the advancing of higher education popularization, our undergraduate teaching reform entered the qualityimproving stage. The reform continuously deepens through activating quality construction and its security system, establishing cultivation goals of innovative talents, implementing innovation and entrepreneurship education, utilizing modern education technology, and playing value guiding roles of morality education, by which firstclass undergraduate education gains its foundation. The undergraduate teaching recovered its central position in the university work, and talent training objectives turned to integrated talents with core competence. But objectively speaking, there exist deficiencies in talent training quality of our higher education, and they demand strengthening teaching governance to improve talent training modes. Countering problems in the university teaching governance practice, this article gives suggestions, such as deepening the separation of supervision, enforcement and evaluation and universitycollege management, constructing a scientific and professional teaching evaluation system, constructing teaching culture based on autonomy and responsibility, establishing teacher community and strengthening basic teaching organization construction, to construct a modern teaching governance system and provide guarantee for innovating undergraduate teaching.
