| Cost and benefit analysis on the formation and solution of the predicament of vocational education run by state-owned enterprises

Abstract With the change of the management system, vocational education run by state-owned enterprises is no longer closed and increasingly open, and the cost of running schools gradually exceeds the benefit from running schools. Based on public goods and the theory of groups, the cost-sharing pattern of vocational education run by state-owned enterprises should change with the size of groups covered by the benefit from running schools. However, due to the "fuzziness" and "conflict" in the legal status of vocational colleges run by state-owned enterprises, and the "in place" and "absence" of government financial support, the vocational colleges run by state-owned enterprises belong to public institutions in the management system, but are caught in the predicament of running a school without the legal basis. In addition, the lack of the ability to obtain external resources of the vocational colleges run by the state-owned enterprises leads to the inability to do anything when they are faced with difficulties in running schools. Therefore, the key to getting out of the predicament of vocational education run by state-owned enterprises is that the government should clarify the legal status of vocational colleges run by state-owned enterprises, establish a cost-sharing mechanism, and constantly strengthen the external resource acquisition ability of vocational colleges run by state-owned enterprises.
