Abstract Man formats every aspects of social life with the systems established at the various stages of industrial society, and brings out a divided,nonindividual, selflost society in which man is fragmented rather than whole. In the postindustrial process, the “new human beings” of this age have a strong desire for individuality, and their pursuit of social characters is but the pursuit of the wholeness. They discard the onedimensional life of industrial society and pursue a nonstandard, nonformatted, nonmodelled social life via a DIY lifestyle, which reflects not only the pursuit of invididuality and the social character of wholeness, but the trend of the societys maturing to selfgovernance and selfservicing. This is the condition for cooperative action that is being generated, and requires us to identify the direction of cooperative governance in the reform of social governance, and work out the plan for cooperative governance action.
