Abstract The completed Basic Research Program of Jiangsu Province during 2003-2004 are divided into five categories in terms of the eight core variables of SPSS13.0 on the basis of the status quo of such programs, especially the existing problems found in the studies, and the positioning of these programs by the provincial government. In consideration of the general features of the clustering results and overall reports given by experts, these programs are divided into those that lead technically, those that lead in cultivating researchers, those that lead in research potentiality, those that are advanced in research potentiality and those that are just so-so in research potentiality. In addition, a Diseriminant Model for the checking and acceptance of projects and a matching criterion are built so that qualitative results can be given when these programs are assessed and accepted via qualitative analysis, the strong points and the weaknesses of the programs can be pointed out and the role of models in analyzing, assessing and guiding research programs can be realized.
