Abstract Global educational governance is a new rule mechanism, method and activity that deal with global education via equal dialogue, consultation and cooperation among diverse actors for the good of all humans and their common interests. From the perspective of educational governance modernization, Chinas participation in the global educational governance means its modernization of the internationaloriented educational governance system and governance capacity. At present, China is under the objective pressure brought by the uncertainties and imbalances inherent in the process of global educational governance as well as facing the challenge resulted from the development of its educational governance. Accordingly, the study puts forward the following strategic construction for the modernization of this affair: constructing a global community of education based on the belief of “a community of shared future”, improving the governing network to modernize the educational governance system, and exploring the multidimensional techniques of governance to boost the modernization of educational governance capacity.
