Abstract Aiming at the regional transfer phenomenon of laborintensive industries from the developed areas of eastern China to Southeast Asia and other countries, this paper analyzes the constantly rising labor cost pressure in recent years and the rising consumption level in the new era, and argues that the current laborintensive industries transformation and upgrading brought with them both challenges and opportunities. A new round of scientific and technological revolution and industrial transformation has ushered in a good opportunity for the organic integration of traditional laborintensive industries and the new economy. Through the analysis of relevant data and typical cases, we hold that the implementation of the smart manufacturing strategy can be multifaceted to promote laborintensive industries to reduce costs and increase efficiency, get rid of the constraints of traditional labor to enterprise development, meet the upgrading of consumption demand in the new era, and smoothly realize the transformation and upgrading of smart manufacturing. Finally, in order to promote the smart transformation and upgrading of laborintensive industries, we propose a series of policy recommendations, such as improving the construction of standards system, strengthening the construction of big data smart platform, establishing a talent training mechanism, carrying out industryuniversityresearch cooperation, and building an exchange learning platform.
