Precision poverty alleviation is an important strategic measure to optimize the allocation of poverty relief resources, and to improve the efficiency of resource allocation and the quality of poverty alleviation in povertystricken areas. As an important part of the work of precision poverty alleviation, human resources development is to provide personnel security, methodological innovation, dynamic linking up with poverty alleviation loops, resource pooling and allocation, and so on, and can meet the pertinent, precise and systematic requirement of precision poverty alleviation. However, it is also faced with many difficulties, such as cognition, connection, management, operation, which seriously restrict the full play of its value function. To shatter the restriction, we should take the idea of precision poverty alleviation as the guidance of thought and action, reduce poverty from four aspects: thought guidance, organizational management, methodological innovation and mode innovation, and solve the predicament of human resources development in the povertystricken areas, so as to achieve the strategic objectives of precise poverty alleviation and elimination.
