Abstract： The 11th fineyearplan period witnessed an obvious progress in pollutant reduction, especially project pollutant reduction. Despite the realization of reduction goals, problems such as inadequate implementation of some policies, enterprises passivity in reduction, inconsistance between total volume control and environmental improvement, and inadequate investment did exist. To solve these problems, new thkings and methods are called for, market mechanism given full play to, and the business sectors initiative motivated so as to achieve sustainable reduction.
