Abstract:Government information that is seen as state secrets is not subject to disclosure. State secrets consist of content, procedure and time and space, and any piece of government information that can be seen as a state secret should be treated as a state secret afterwards. Work secrets, internal open information and internal resource related to state secrets should be clearly defined and not be used as pretext for shrinking the range of government information disclosure.
