Boundary Reconstruction and Regulation Empowerment: The Transformation of Government Powers and Responsibilities List System in the Development of Platform Economy
Abstract：Firstly, the uncertainty of economic form, the fuzziness of corporate responsibility, the vulnerability of tort relief and other platform economic externalities put forward the realistic demands of the transformation of the government powers and responsibilities list system. Secondly, the internal driving force of dynamic adjustment mechanism, the external push force of “digital governance” technology, and the pulling force of inclusive and prudent policies provide power support for the transformation in the era of platform economy from the micro, meso and macro levels respectively. Thirdly, in order to realize the healthy and orderly development of the platform economy, we should focus on boundary reconstruction and regulation empowerment, and promote the list system to focus on the “plus” in government services, the “minus” in market access, the “multiplication” in platform empowerment and the “division” in administrative control.
