As a complete intellectual property system is a symbol of a states comprehensive might, to build such a system is a must for the modernization of state governance. There are various sorts of structural weaknesses such as unbalanced system, organizational malfunction, and inadequate services in Chinas current intellectual property system, which have become obstacles to innovation. So, we should aim at the problems, build a framework of modern governance, formulate a strategy of using intellectual property to invigorate the nation, and optimize the toplevel design of and remove all the barriers in intellectual property protection. We should  reform the current intellectual property system and governance structure to meet the realistic demands of intellectual property protection in the new era, and give play to the supporting role of intellectual property in promoting industrial upgrading, developing highquality economy and building a strong modern socialist country.
