Abstract:The panel data of 265 cities in China from 2011 to 2018 and the bilateral stochastic frontier model were used to calculate the incentive effect, inhibition effect and net benefit of digital economy on urban innovation ability. The results show that: The digital economy has both positive and negative impacts on urban innovation ability, with 73.48% positive effect and 26.52% inhibition effect, viz. the positive effects brought by the development of the digital economy far exceed the negative effects, thus better increasing the urban innovation ability; The regional heterogeneity test found that the development of digital economy has the strongest promoting effect on the urban innovation ability in eastern China, the second strongest in central China, and the weakest in western China; The analysis of urban heterogeneity shows that the enabling effect of the digital economy on the innovation ability of 35 large and mediumsized cities in China is stronger than that of others; A further research has found that improving the level of financial development and talent concentration can strengthen the promotional effect of the digital economy on the urban innovation ability, while excessive governmental regulation and insufficient intellectual property protection can amplify the inhibiting effect to a certain extent, which is not conducive to the improvement of the urban innovation ability.
