US and Mexico Climate Change Legislation and Lessons

Abstract:The United States manages its GHG according to “the Clean Air Act”. “The California 2006 AB32” is the first act for addressing climate change and sets an example. In Mexico, “the Climate Change Law” is the most important legislation to address climate change. Although the two countries are still faced with challenges in legislation and countermeasures, their experience is worthy borrowing, including accelerating climate change legislation process, establishing the supervision and management system for addressing climate change, ensuring the law implementation, and encouraging environmental NGOs to play a positive role in legislation and its enforcement.
