Abstract:Many analysts view Chinas WTO membership as a strategy of economic restructuring and reorganization at the expense of the “old” economy and the WTO membership negotiation was in fact a reflection of such an agenda of reform. But such a prevailing view is not 100% true. Chinas WTO tariff concessions had gone through a complicated process, for the government had to carefully balance various social and political forces and factors.
