Abstract Based on longterm participatory observation and present research, this study employs the selfdeveloped questionnaire titled as "Current situation on the inner governance structure in the higher education institutions of China" as the research tool to analyze the internal governance structure & improvement strategy of the higher education institutions in China. It discovers that the current internal governance structure of colleges and departments in Chinese universities is basically resonable, while the problem mainly concentrates upon the stakeholders′ cognitive differentiation in participating internal governance. The root is attributed to an absence of efficient participation mechanism for staff, and the abuse of overcentralized government power, which are obstacles to the universities′ operating in the direction of sharegovernance or goodgovernance, characterized by scientific, normative, institutional, sharing, and other features.
