Abstract Talent cultivation quality standard of higher education is not only the criterion of measuring the level and efficiency of personnel training, but also an important basis for higher education institutes to implement training activities. Based on the principle of stratification and classification, this paper uses the six dimensions of standardization system engineering theory including the level, nature, object, support relationship, forced state and revising to construct a sixdimensional model of quality standard system for both undergraduates and graduates in the context of popular education.
