Abstract Institutional research office is a very important component of higher education organizational structure. Its most important role is to provide datainformed evidence for decision making. An effective institutional research office and individual must possess all forms of organizational intelligence, like technology and analysis, college affairs, college background and college values. This study uses the theory of organizational intelligence of institutional research to develop a survey instrument and examines the organization intelligence of institutional research in Chinese universities and colleges. The results show that Chinese institutional researchers have weak organizational intelligence, especially in the technical and analytical area. The findings suggest that Chinese universities and colleges change the curriculum of higher education programs to offer more practical courses, organize more workshops on institutional research methods and database development, specify a clearer path of institutional researchers to professional knowledge and career development, and establish a collaborative consortium among institutional and operational units to improve organizational intelligence, and thus improve the institutional research effectiveness and the quality of service for decision making.
