Multidimensional analysis and the actual state on university autonomy in Europe

Abstract It is a consensus among most of European countries to expand the level of university autonomy and improve the quality of higher education. However, there are great differences in the concept of university autonomy as well as the relevant policies of university governance. In this regard, the European University Association compares and outlines university autonomy according to four dimensions: organizational autonomy, financial autonomy, academic autonomy and staffing autonomy, and carries out related research about university autonomy of European universities based on 28indexes university′s data. The research shows that there is close relationship among the dimensions of university autonomy,and proposes an integral approach through balancing various dimensions to fulfil the reform of university autonomy by both universities and relevant public authorities.
