Synergy between Academic Community and Administrative Community in University Governance |

Abstract Academic community is the organic group composed of teachers and students, adhering to academic guidance, and with the behavior pattern characterized by teaching and research. Whereas administrative community is the organic group composed of Party affairs workers and administrative personnel, adhering to the administrative logic, and with the behavior pattern characterized by service for teaching and scientific research. Although the two have different effects in university governance, their object is the same: the basic property of university to inherit, research and apply advanced knowledge. This sameness provides a basic possibility of collaborative governance between the two, and meanwhile the universitys characteristics of loose joint, provide the collaborative governance with a structural warranty. The key of establishing cooperative governance mechanism between academic community and administrative community lies in the following: firstly, go beyond the path dependence, and realize the incremental governance;secondly, establish the mechanism for communication and consultation, and realize collaborative work; thirdly, establish modern university system, and realize longterm governance.
