Abstract Entrepreneurship education in colleges and universities is not only practiceoriented education but also comprehensive education, which requires the overall support of cultural literacy education and the social environment, the effective link between different stages of education, and the complex interaction among individual behavior, culture, social values and economic policies. In terms of the social environment, it is necessary to build a cultural atmosphere which advocates entrepreneurship and tolerance of failure. As far as the educational environment is concerned, we need to systematically design and build a system of cultural guidance over entrepreneurship education. As for colleges and universities, they should create a hard environment to give good material conditions and a soft environment to furnish a guidance system for entrepreneurship education. They should also construct and use a carrier connecting the hard and the soft environment so as to integrate entrepreneurial culture into disciplines, specialties and curriculum and build a team of teachers for both specialty and entrepreneurship education and compile schoolbased teaching materials for entrepreneurial culture so as to ensure the full play of the leading and driving role of culture in the entrepreneurship education.
