| University Governance: The System is More Important than the President |

Abstract It is commonly accepted in China that the type of the president determines the type of the university. That is, the presidents schoolrunning idea usually decides the schoolrunning orientation and level of the university. However, this seemingly correct opinion cannot stand careful scrutiny. As for China, a university should be run by an educator and president, but it is more important to have a university institution which can ensure the healthy development of the school and the making of an educator and president. University institution is the guarantee of university governance. In human history, there have been two ways of state governance: rule by law and rule by men. This is also the case with institutions of higher learning. It can be said that the president is important to a university, but the university institution is more important than the president. Therefore, the fundamental ways to maintain the vitality of a university in China is to establish and improve the university institution with its charters as its kernel element and further to convert “rule by men” into “rule by law”.
