The changing tendency and dilemma of the role of state in higher education governance in China

Abstract:How to explain the evolution of relationship between the state and university in higher education governance is the classic topic of higher education research. Through the inspection of legal status of university, funding allocation model, quality evaluation model of public universities in China, we examines relationship between the state and university in recent years. The study finds that the state intervention has gradually transformed from the instructional administrative control of approval type to implicit administrative regulation or "regulatory governance" through funding control and quality accountability. However, the state′s ubiquitous "power of the eye" is hidden behind this new evolution trend. We defines this model as "marketaccelerating statecentered model". The introduction of new governance mechanism doesn′t lever the traditional "planning system", on the contrary, these new governance mechanisms are constrained by the old system and even have "alienation" effect, generating a series of negative effects and "unexpected consequences". Defining the state as facilitator of cooperative partnership in higher education governance, and shaping the state as main body of metagovernance, which is the only way to correct the potential risk of marketaccelerating statecentered model.
