The Predicment of Vietnamese Higher Education Institutions SchoolRunning Autonomy and Its Countermeasures

Abstract:In recent years, exercising schoolrunning autonomy has become the major issue in the reform of Vietnamese higher education management system. Vietnamese colleges and universities hope that they should have greater schoolrunning automy and serve society better according to their social responsibility. In order to fulfil the hope, higher institutions of learning should make strategies for the development of higher education and change them into systematic policies while the Ministry of Education should exercise supervision over colleges and universities within the scope of its power, improve the national models of schoolrunning autonomy and spread them out all over the country, and clearly define the responsibility, tasks and power of the national educational administration departments and the schools.
