Abstract:The ethical review system of educational research includes the static concept of moral system and the dynamic process of moral institutionalization, and it can shift the ethical statute from the individual perceptual level of the research order to the group institutional level. It not only directly scales the maturity of the educational research governance system and educational research results, but also grasps educational research beliefs, proportions, limits, habits and responsibilities, and also bridges the "broken belt" between innovation and preset specification. China′s educational research ethical review system construction is still lagging behind, mainly because of the lack of administrative and legal basis, the lack of a fully dependable implementation carrier, and the lack of scientific and standardized operating procedures. The key ways to construct an ethical review system for educational research in China should be to optimize the institutional structure of the executive and legislative branches, clarify the institutional power of the leading institutions, and improve the institutional procedures of the operational system.
