Abstract："Double First-Class" construction is one of key construction policies of higher education in China, and an important measure to realize connotative development of higher education in the popularization stage. The key to sustainable development of "Double First-Class" construction is to build a scientific and reasonable evaluation system. The effect evaluation of "Double First-Class" construction should follow the concept of student-centered, outcomebased, continuous improvement and multiple participation, optimize the evaluation content, focus on the connotation of first-class universities and disciplines, and deal with the relationship among discipline construction, personnel training and scientific research. It is also necessary to balance international standards and Chinese characteristics, common requirements and classified evaluation, subjective qualitative and objective quantitative indicators, and improve the collaborative evaluation system of multiple subjects such as governments, universities, peer experts and third-party evaluation agencies, so as to better realize connotative development of higher education in China.
