1 A Study of How to Create a New Form of Ecocivilization through the Modernization of the Harmonious Coexistence of Man and Nature
Fang Shinan
The Communist Party of China raised the 9 essential requirements of the Chinesestyle modernization in the report of its 20th Plenum, of which “promoting the harmonious coexistence between man and nature” and “creating a new form of ecocivilization” are the most important. The Chinesestyle modernization is to coordinate the relationship between man and nature and that of man and society to the reshape human civilization and adapt to the new stage so as to promote the development of Chinese as well as the world civilization on the base of the harmonious coexistence between man and nature and a good relationship between man and society. The modernization of the harmonious coexistence between man and nature is essentially one that creates a new form of ecocivilization in the process of bringing the traditional modernization to the right course. It is a great event in the history of world modernization and human civilization and therefore of great importance and depth. So, if we can grasp its essence and meaning, realize its urgency and value, and embark on its practical path, we are sure to bring the human civilization to the true, good and pretty orientation with impressive achievements of creating a new form of ecocivilization.

11 Legal Protection for Chinas New Energy Vehicle Industry Security under the Vision of “Carbon Neutrality”
Gong Xiangqian, Fan Yahan
Endorsing the development of new energy vehicles is an important policy for China to achieve the goal of “carbon neutrality”. With the rapid rise of Chinas new energy vehicle industry, it is facing a series of external challenges in terms of industrial security, including subsidy competition and supply chain measures carried out by the European, American and other countries, as well as the pressure to mitigate climate change. In this regard, China should formulate the most open industrial policies while promoting the improvement of multilateral rules on industrial incentive, and make good use of legal mechanisms on international trade and investment to resist the external pressure, in order to maintain the new energy vehicle industrial security through highstandard opening up. We should also coordinate various carbon neutrality legal policies, and lead the highquality development of the new energy vehicle industry based on international climate law and ESG standards.

29 The Standardized Construction of Chinas Green Power Certificate Trading System under the Carbon Peaking and Carbon Neutrality Goals
Zhu Bingcheng, Ou Jiaxin
The Tradable Green Certificate System plays a significant role in promoting the development of the renewable energy industry and is an important part of Chinas electricity market. It has been transformed from voluntary subscription to compulsory quota. It further eases the subsidy pressure on China and complies with Chinas electricity market reform. As it is still at the exploratory stage, it as the basis of renewable energy consumption quota is also associated with such problems as the undefined position of the subject of obligation, the poor cohesion of the supervision mechanism, and the lack of legal liability that obstruct the implementation of the system. Meanwhile, its inherent problems like the unclear basic right, limited functions, insufficient legal norms and market trading rules also affect its effective implementation. Therefore, this paper focuses on how to improve the Renewable Energy Consumption Guarantee Mechanism, refine its specific norms and try to construct a coordination mechanism between the Tradable Green Certificate System, the Carbon Emission Trading System, the Green Electricity Trading System, and other adjacent systems, to build the foundation for the national trading market mechanism and help achieve the Carbon Peaking and Carbon Neutrality Goals.

46 On the Value of Order in Energy Law and Its Realization under the “Carbon Peak and Neutrality” Goals
Ning Tianqi
The decarbonisation of energy is the concrete expression of the “Carbon Peak and Neutrality”goals in the energy sector as well as an important path towards the green and low carbon transformation of the Chinas national economy. Within the energy legal order, it should be coordinated with the core proposition of energy lawenergy security. At present, China has initially responded to energy decarbonisation in its policies and legislation in the areas of energy supply security, energy price security and energy ecological and environmental security, but in practice energy decarbonisation is still poorly adapted to energy security because the imperfect construction of the energy legal order has led to a lack of adequate legal protection for the promotion of the “Carbon Peak and Neutrality” goals in the energy sector. Hence, the legal system for the green and lowcarbon transformation of energy should be improved in order to raise the predictability of energy regulations and lay the institutional foundation for the implementation of the “Carbon Peak and Neutrality” goals and the promotion of sustainable energy development.

60 The Realization Path of Regional Public Brand Construction of Agricultural Products to Promote Rural Common Prosperity#br# —A Case Study of Dingzhuang Village of Jurong City in Jiangsu Province
Huang Qifa1, Qian Danqing1, Fang Jing2
Common prosperity is an important feature of Chinesestyle modernization. With the full implementation of the rural revitalization strategy, how to promote the common prosperity while raising the overall income has become a major issue that must be resolved in the future development of rural areas. Both theory and practice show that building regional public brands of agricultural products is an effective means to promote rural overall prosperity, but the overall prosperity is not equal to common prosperity. Whether it is possible to promote the rural common prosperity and how have become an issue worth indepth exploring. The case of Dingzhuang Village shows that in the process of building a regional public brand of agricultural products, paying more attention to value distribution and improving value distribution methods is a feasible path to narrow the income gap within rural areas and promote common prosperity. The Dingzhuang example provides useful reference and inspiration for other rural areas of the country.

70 Willingness and Behavior to Classify Domestic Waste#br# —Based on the Adjustment Effect of Village Environment and Village System
Jia Yajuan1, Zhou Xing1, Zhao Minjuan2
This paper takes 863 villagers in Shaanxi Province as the research object. The results show that all the subjective norms, classification attitude and perceived behavior control have significant negative effects on the incongruities of the villagers classification willingness and behavior; while the village environment and system have negative impact on the incongruities of the villagers willingness and behavior, they also play a significant positive regulatory effect in the abovementioned impact path; the age of the villagers and the number of the family members have positive impact on the deviation of their classification willingness and behavior, while the education level, residence time, leadership and Party membership have notable impact on the transformation of their willingness to actual behavior. Therefore, improving the villagers subjective norms, strengthening the complementarity of domestic waste classification attitude and perceptual behavior control, improving the village environment and optimizing the village system can effectively turn the villagers willingness into action and achieve the unity of words and deeds.

86 A Historical Materialist Critique of “BioPower” in Digital Capitalism
Ma Junfeng, Zhang Yanqiong
In the era of digital capitalism, rethinking the issue of “biopower” constitutes an important task for us to study “the situation of human life” in political philosophy. As we can see, Foucault puts the “biopower” in a different framework of power analysis and constructs the theoretical narrative of “biopower”, which is later developed into the core concept of the biopolitics theory. However, with the full rise of the digital capitalism, the reality foundation and theoretical background of “biopower” have changed that a digital implicit “biopower” has replaced the physical explicit “biopower”. At the same time, this digital implicit “biopower” also presents a new feature, namely, the endless hidden repressive existence of life. However, the new feature of “biopower” has obscured the function of “care and service” of power, shattering the hope of giving full play to the potential of life and the restoration of free individuality. Therefore, it is all the more necessary to rethink the original logic narrative of the “biopower” from the perspective of historical materialism, and turn our attention to its positive connotations, so that the power dimension of caring for life can be truly revealed in the era of digital capitalism.

99 Critique of the Digital Consumption Alienation:Forms, Causes and Solutions
Tan Jing1, Liu Wenqin1,2
The alienation of digital consumption is a contemporary social phenomenon. In the digital industrial society, capital and digital technology conspire to create a digital space for capital accumulation and profit growth in the consumption field, leading to new forms of consumption alienation in the digital space, such as the enslavement of consumer entities, the exploitation of consumer activities, the flow of data on consumer goods, and the desolation of consumer experiences. The alienation of digital consumption has its profound reasons, such as the acceleration of digital capital accumulation in time and space, the hidden manipulation of digital technology black boxes, and the cultural values of digital consumption. Therefore, in order to uncover the alienation of digital consumption, it is necessary to train capital with the people as the center, rely on institutional advantages to fair data algorithms, construct a rational consumer psychology, and establish a digital resource sharing mechanism to optimize digital consumption.

113 On the Gender Structure of Scholars in Humanities and Social Sciences in China
Lu Wanhui, Tian Feng
Gender difference is an important issue in science of science and sociology of science and has been highly concerned and studied by all sectors of the society. However, most of the studies focus on that in scitech sector while ignore that in the humanities and social sciences. So, this paper studied the gender structure and disciplinary differences of scholars and the gender preference of academic cooperation objects in the humanities and social sciences in China based on a statistical sample of more than 2.95 million scholars involved in more than 1.9 million core journal papers published in the humanities and social sciences in China from 1999 to 2020. The results show that in the humanities and social sciences in China, male scholars are still at the core and play a leading role in academic cooperation. Female scholars are less likely than men to participate in academic cooperation. In the internal structure of academic cooperative team, there are obvious gender homogeneity. Thus, it is necessary to further explore the influencing factors and mechanism behind the phenomenon, so as to provide effective support for the accurate formulation of scientific research policies.
