Abstract The Communique of the Third Plenary Session of the 11th CPC Central Committee was an important document publicly issued that reflected on the ultraleft mistakes profoundly and embodied the spirits of reform. It examined and identified some representative cases of injustice during the Great Proletarian Cultural Revolution and discontinued the slogan of “taking class struggle as the key link”, bringing the Revolution to an end and initiating the upcoming turn of history. It fully affirmed the historic significance of the discussion about the standard of truth and reemphasized the need to restore and carry forward the Partys ideological line of seeking truth from facts etc., which became the starting point for the theoretical construction of socialism with Chinese characteristics in the new era. It made a decisive decision to transfer the focus of the Partys work to economic construction that started a new journey of socialist modernization in the new era. It established a major policy of strengthening the building of democracy within the party and the national democracy and legal system construction that became an important turning point for our country to embark on the road to a socialist legal system. It put forward the historic call for reform and pointed out that reform was a profound revolution, thus starting the main theme of the times. Finally, it was the first political declaration of reform and opening up.
