Abstract:Since the 2nd World War, man comes to the problem of development repeatedly and the view on development keeps on changing. The first generation view on development, formulated in 1950s and 1960s, can be simplified as development = economic development = economic growth + social revolution; growth ; the second generation view can be generalized as the third generation view, formulated since late 1980s, can be abstracted as development = economic growth + social progress + human centered advance + sustainability ; the newest view on development formulated at the turn of century is to see "development as freedom". The expounding of scientific view on development in the "Report to the Seventeenth National Congress of the Communist Party of China" signals that this view has developed a full theoretical system, which adds the scientific elements to the contemporary international view on development and therefore adds to its theoretical meaning and practical value. The addition to meaning and value lies in three aspects: "Development is the No. 1 task for developing countries" is advanced for the first time ; "the basic requirement of comprehensive, coordinated and sustainable development" is advanced for the first time; "overall consideration as the fundamental method" is suggested for the first time.
