1 Meritocracy can push highquality development of university?

Highquality development is not only a response to the requirements of the times of social development, but also an active choice of the modernization process of the university itself, which requires universities to output the formal and substantial performance coordinately and pursues the substantial contribution of the university to the improvement of the wellbeing of all stakeholders. However, as the general overall ideology of social elite rule and individual survival strategy, meritocracy has penetrated into the internal governance field of universities, while stimulating the external motivation of the actors, there are certain negative effects, which makes it difficult to really promote the highquality development of universities: it overstimulated academic competition, encouraged the prosperity of formal performance; obscured the substantial performance, led to the marginalization of basic research; boosted the involution of academic ecology and eroded the "academic common good" of universities. Therefore, university governance should limit meritocracy, strengthen the substantive evaluation of "excellent performance" and promote the coordinated output of dual performances; shape the university′s rational performance culture and break the low efficiency involution of academic ecology; limit the core ethics of "excellent performance" and focus on fairness, construct "academic common good" in universities, and finally promote the highquality development of universities by coordinating the output of formal and substantial performance.

12 The dilemma and countermeasure of talent people cultivation in universities from the perspective of the entropy change theory and information processing theory in the VUCA era

In the super unstable VUCA era, information anxiety is becoming an important reason to cause entropy increase among university students. The ability to process information is a basic condition for students to resist entropy increase. Therefore, cultivating "talent people" is now becoming a new task for universities. Chinese universities have made remarkable achievements in training "intellectual students" with professional knowledge and skills, but there are still shortcomings in the education of careful discrimination, careful thinking and careful acting that leads a number of university students to have a "high entropy" excessive consumption and dangerous state of "high load". In the face of the new challenges brought by the VUCA era, our universities should strengthen the education of information cognition, personal introspection and internet moral integrity, which will enable student master the methods of information identifying, screening, and integrating, so as to ensure students becoming "talent people" who can resist "entropy increase" and solve complex problems.

21 High quality development of higher education: #br# theoretical implications and practical approaches

High quality development is the theme of China′s economic and social development during the "14th Five Year Plan" and even longer periods, and it is also the main objective of China′s higher education development. The generation of high quality development of higher education has both theoretical and practical logic, which is a development paradigm that focuses on high quality and better meets the real needs of the growing subject. The high quality development of higher education presents the goal and task shift from "quantity first" to "quality first", methods and means shift from "path dependence" to "innovation driven", and the evaluation focus shift from "internal resources" to "external contributions". In the new stage of development, the practical path for achieving high quality development of higher education is reflected in updating the basic concepts of higher education development in the new era, clarifying the value orientation of high quality development of higher education; insisting on demand driven supply, and deepening the supply side structural reform of higher education; optimizing the distribution structure of higher education and building a diversified higher education system; making full use of two kinds of resources and two markets to achieve a higher level of internationalization of higher education; implementing necessary supports and guarantees, strengthening resource supply, policy support, system innovation, and modernization of governance capabilities.

32 Higher education response in the era of ChatGPT: #br# prohibition or reform

ChatGPT has reshaped humanity′s understanding of "intelligence" with its outstanding creativity, prompting profound changes in contemporary society. If higher education institutions blindly prohibit it, the professional skills of future professionals will be incomplete. Although ChatGPT has led to frequent questioning of teachers′ authoritative identity, partial subversion of the teaching field, and a crisis of trust in creativity, it has the ability to accelerate the digital transformation of education because it can be used as a general teaching resource to break the barriers of disciplinary knowledge differentiation, trigger the "classroom revolution", enable the change of knowledge transmission, break the cocoon of information and accelerate the transformation of knowledge production. Therefore, higher education needs to make use of artificial intelligence to enable a new round of "classroom revolution" and better respond to the coming ChatGPT era by diversifying teaching objectives, polarizing teaching contents, intelligent teaching process, diversifying teaching evaluation and collaborating knowledge production.

42 AI empowers discipline construction: explanation model and logical deconstruction

According to Tony Beecher and Paul Troller′s classification of disciplines and the current characteristics of the development of artificial intelligence technology, this paper constructs an explanatory framework for AI empowering disciplines construction, and deeply deconstructs the multidimensional development logic of AI empowering disciplines construction. The results show that there are three logics in the construction of AI enabling discipline: classified development logic, double value logic and technology justification logic. Among them, the classified development logic emphasizes that under the empowerment of artificial intelligence, discipline construction will promote discipline construction to be intelligent, applied and cross integrated, and the transformation of science research paradigm to scientism. The double value logic emphasizes that AI can provide new kinetic energy for discipline construction, endow discipline construction with value rationality and instrumental rationality. The legitimate logic of technology emphasizes that under the empowerment of AI, discipline construction must integrate technical logic and discipline logic to realize the twoway empowerment and deep integration of technology development and discipline construction. Therefore, the discipline construction must actively integrate the artificial intelligence technology and realize the transformation, scientific development and characteristic development of the discipline construction with the help of the technical advantages of AI.

51 On the high quality development path of #br# independent college after its transformation

The highquality and sustainable development of independent colleges after their transformation constitutes a practical exploration of the superior development of higher education during the 14th FiveYear Plan, which reflects the national policy of standardizing the educational quality of independent colleges and optimizing the structure of higher education itself. Its core purpose is to establish a scientific and reasonable schoolrunning orientation, demonstrate advantages for the discipline and professional system, reasonable structure of teaching staff, balanced and highquality teaching system, positive atmosphere for scientific research. However, with the reality of development, independent colleges still face many development difficulties after their transformation: the orientation of discipline construction is unclear, and the characteristics of running a school are difficult to highlight; teachers are seriously disorganized and lost, and the structure of the teaching team is uneven; the teaching management system needs to be improved, and the structure of the teaching system is unbalanced; the management mechanism of scientific research is not perfect, the endogenous motivation of teachers′ scientific research is insufficient and the teachers′ scientific research is seriously utilitarian;  highquality school resources are stripped off, and running a school encounters an identity crisis. In this regard, the independent colleges should make a difference internally and externally with the following measures: creating characteristic disciplines and majors to highlight its own advantages; optimizing the teaching staff structure to meet the internal needs of development; perfecting teaching management system to assure the teaching quality; attaching importance to scientific research and innovation to firmly strengthen the quality core; bringing together the consensus of the main forces to eliminate folk identity biases. In this way, the independent colleges after the transformation can be on the path of highquality sustainable development.

63 Research on the structure, problems and countermeasures of data governance system of Chinese colleges and universities based on Activity Theory

Data governance has increasingly become a research hotspot in the field of scientific decisionmaking and management in colleges and universities. This article mainly focuses on studying the components and existing problems of data governance systems of colleges and universities from the perspective of Activity Theory. The study finds that data governance in universities is composed of four elements: governance goal, governance subject, governance object and governance mode, and there are some problems in the data governance systems in Chinese colleges and universities,mainly including the incomplete goaloriented data governance institutions, the data literacy of the governance subject needing to be improved, loopholes in the wholeprocess management of the governance object, and uncoordinated the governance components. Chinese colleges and universities should fully utilize the advantages of Activity Theory to guide data governance,emphasize goalorientation and overall coordination, further improve the data governance institutions and the data literacy of faculty and students, strengthen the data life cycle management as well as optimize the collaboration in the components of data governance, so that the goal of a good data governance in colleges and universities can be achieved.

76 The evolution, realistic situation and optimization path of professional master degree graduate education

The development of professional master′s degree graduate education in China has gone through four stages: initial exploration period, rapid development period, standard development period and highquality construction period in more than 30 years. With outstanding achievements, professional master′s degree graduate student education in our country has established a relatively complete education system, formed a relatively mature cultivation model, and strengthen the training orientation of serving the society. While the scale of professional master′s degree education is expanding in our country, it faces such problems as deviations in the development orientation, the overall training mechanism needing to be improved, the training process being obviously homogenized compared with academic masters, and the professional structure not matching the industrial demand enough. In the future, it is urgent for the training of Chinese professional master′s degree graduate students to highlight industry orientation, dynamically develop and adjust the training scheme of professional master scientifically; to realize the matching of ability and job, and improve the connection mechanism between professional master training and vocational qualification certification; to strengthen the synergistic effect and promote the joint education of multiple subjects; to promote the integration of industry and education and explore diversified ways of training.

88 Retrospect, reflection and suggestions on the reform of cultivating top notch talents in undergraduate basic disciplines in China

In order to improve the quality of cultivating talents in basic disciplines and strengthen the reserve of talents in basic disciplines, China′s education authorities have launched the reform of undergraduate education represented by "Base Construction", "Topnotch Plan" and "Strong Foundation Plan" since the 1990s. After more than 30 years of exploration and practice, the reform of cultivating topnotch talents in basic disciplines in China has been effective, but there are still shortcomings in the quality of student source, selection mechanism, curriculum structure, cultivation mode and school philosophy. In order to better deepen the reform of cultivating topnotch students in basic disciplines in China, education authorities and pilot institutions should follow the laws of higher education and the growth of topnotch talents, and solidly promote the reform of cultivating topnotch talents in basic disciplines; increase the allocation of educational resources such as teachers and steadily expand the scale of pilot enrollment; explore the reform of selection mechanism to form a new model of classification and diversified selection of topnotch talents; optimize the curriculum structure, increase the number of humanities and social science courses and elective courses as necessary; build a model of cultivating topnotch talents with "schoolbased" characteristics based on the characteristics and advantages of institutions; improve the evaluation system for cultivating topnotch talents and strengthen the institutional foundation for the quality of cultivating topnotch talents.

100 The integrated innovation model and motivation mechanism of school enterprise in application oriented universities: a multiple case study from the perspective of regional innovation ecosystem

This study takes three applicationoriented universities in the field of science and engineering located in the three international science and technology innovation centers in China as examples, and reveals integrated innovation model and motivation mechanism of schoolenterprise in applicationoriented universities. The analysis results show that based on internal and external advantages, applicationoriented universities choose three types of schoolenterprise integrated innovation models: "university led", "government guided", and "enterprise led" to participate in the regional innovation ecosystem. Therefore, applicationoriented universities should highlight their educational characteristics, strengthen the construction of advantageous disciplines and majors, and add "weight" to the establishment of "university led" schoolenterprise integrated innovation; enhance independent innovation capabilities, reform the training mode of applied talents, and create conditions for participating in "government guided" schoolenterprise integrated innovation; lay the foundation for the joint construction of "enterprise led" schoolenterprise integrated innovation based on the innovative work mechanism of industrial talent and technological needs; optimize the scientific and technological innovation system environment, and leverage the driving role of internal driving factors such as teachers, students, innovative achievements, and experimental platforms; actively strive for policy support and resource investment from local governments, and enhance the driving role of external driving factors such as other innovative entities.

111 The effect of international education in China #br# on the technological progress of their countries of origin: based on the data of developing countries

Based on the data of 82 developing countries′ international students in China from 2000 to 2018, this paper deals with the impact of international education in China on the technological progress of the source countries and its mechanism using a twoway fixed effect model and instrumental variables method. The results show that international education in China has a robust contribution to the technological progress of source countries through human capital effect and social network effect; the countries that benefit more from international education in China are those with lower income levels and closer geographical, technological and cultural distances from China; both academic and nonacademic students have a positive effect on the technological progress of source countries, but the impact of nonacademic students is greater than that of academic students. To this end, China should promote technological progress in developing countries through international education in China and promote the building of a community with a shared future for mankind; expand the study abroad programs in China and encourage universities and enterprises to jointly carry out various forms of long and shortterm programs; improve the education mode of international students studying in China, provide diversified talent cultivation programs and attach importance to the cultivation of highquality innovative and entrepreneurial talents.
