1 Multidimensional thinking and synergistic promotion of Chinese higher education modernization

Abstract: Chinese higher education modernization process has been on the way, but under the new historical conditions and era, Chinese higher education modernization has five connotations of innovation, openness, coordination, green and sharing under the guidance of the new development concept, with the characteristics of leadership of the Communist Party of China, critical absorption of western experience, human development as the goal, catching up development and systematic reflection. At the same time, the modernization of higher education in Chinese style requires the establishment of a modernized governance system with "Chinese characteristics" and "common features" of the world, as well as a modernized governance system with "global vision"; the construction of a new pattern of opening higher education and the opening up of new ideas of higher education; the tight grasp of human development and human modernization as the core of higher education modernization; the construction of a talent cultivation pattern of higher education modernization with real people, specific people, social people and collective people. In practice, it promotes the realization of common prosperity by improving the training ability of innovative talents and the quality of the labor force, promoting the common prosperity of all people′s spiritual life, effectively promoting the rational distribution of social resources and other ways, so as to provide talents and intellectual support for the modern socialist power.

22 Construction of interdisciplinary management system in Chinese universities: generative logic, functional definition and dimensional design

The high-quality development of cross-discipline depends on the construction of a scientific and reasonable management system. The system of cross-disciplinary management in China′s universities is based on the laws of discipline development and the evolution of knowledge ecology knowledge logic, social economic development and problem solving demand logic, and the appropriate logic of university function performance and value play, and the core connotation and fundamental goal of the system is to build the institutional culture of disciplines, clarify the demand for discipline construction and rationalize the relationship of governance subjects. Based on the logic of cross-disciplinary management system, this study attempts to set up three basic content dimensions and twelve core institutional components of the system through theoretical deduction, and puts forward practical requirements from three aspects of discipline culture, discipline construction and discipline structure, in order to better promote the rapid development of cross-disciplines in Chinese universities to provide certain theoretical support.

35 High-quality development of interdisciplinary talent cultivation: logical threads, key challenges and implementation strategies

The demand of training innovative talents under the logic of knowledge production, the demand of constructing first-class disciplines under the logic of discipline development and the demand of building a modern scientific and technological power through scientific and technological self-reliance under the logic of scientific research paradigm jointly drive the continuous improvement of the quality of interdisciplinary talent training. Based on the analysis framework of synergetic studies, it is found that the high-quality development of interdisciplinary talent training is caused by the self-organizing effect of the interaction between the problem solving orientation of knowledge production, the crossborder integration trend of discipline development, and the transformation of scientific research paradigm collaborative innovation. In this light, the talent training of universities in China is still a traditional discipline model, the overall quality of interdisciplinary disciplines is not high, and the contribution of interdisciplinary integration to scientific and technological innovation is low at present. To this end, universities need to optimise their teaching and research models, innovate cross-disciplinary organisations and revise their disciplinary evaluation systems to empower the training of top-notch innovative talents, enhance the construction of first-class disciplines and promote high-level scientific and technological self-sufficiency.

47 Fragmentation of higher education pilot reform and its solutions:analysis based on holistic governance theory

The pilot reform is a policy behavior and reform method with Chinese characteristics. It has shown a vigorous development trend in the field of higher education in recent years, and has become a typical and continuous measure in the practice of higher education reform in China. At present, there are potential worries about fragmentation in the pilot reform of higher education in China, such as the fragmentation of pilot subjects, the fragmentation of concept integration, the fragmentation of operational patterns, and the fragmentation of information and data. The main inducements are the overshadowed of value rationality under the "embedded" operation structure, the drive of opportunism in the "semicontractual" reform relationship, and the constraints of governance tools under the condition of "asymmetrical" information. Based on the theory of holistic governance, in order to solve the fragmentation problem and realize the innovative development of the pilot reform of higher education, we can explore and practice in terms of shaping a diverse and interactive participation network, adhering to the concept of holistic pilot reform, establishing a clear and balanced power and responsibility system, and advancing the digitalization of pilot service supervision.

59 The entrepreneur in residence system in American universities: origin, model and implication

As a bridge connecting universities and industries, entrepreneur-in-residence play an important role in promoting the transformation of scientific research achievements, promoting the professionalization of entrepreneurship education teachers and improving the entrepreneurship rate of college students. The development of the entrepreneur-in-residence system in the United States has been driven by a general increase in the demand for the transformation of research results in higher education institutions, a growing interest in entrepreneurial activities in academic institutions, and a growing demand for faculty in entrepreneurship education. The entrepreneur-in-residence system at US universities serves to bridge the gap between entrepreneurship education and the business world, promote the transformation of ideas and technologies into socially desirable outcomes, reduce investment risk and increase the success rate of entrepreneurship. There are many organizational forms under the operation mode of entrepreneur-in-residence system in American colleges and universities, which can be summarized as dialogue, diagnosis and training. Learning from the experience of the United States, Chinese colleges and universities should define the educational objectives of the entrepreneur-in-residence system and develop clear plans and strategies based on your goals; establish a local employment system for entrepreneur-in-residence, and carry out a program for entrepreneur-in-residence with Chinese characteristics; establish a supervision and evaluation system for the implementation of the system to make the implementation process more efficient and standardized.

69 The system construction of the relief mechanism for the rights of British college students and its enlightenment

Traditionally, the regulation of the legal relationship between higher education institutions and students in the UK has been bound by the doctrine of in loco parentis. Since the late 1980s, through the influence of multiple regulatory channels such as legislation, government regulation and judicial supervision, the closed pattern of student rights remedies in higher education dominated by Visitor has been broken, which shaped the regulatory space for student rights remedies in higher education, with consumer rights protection and human rights protection and antidiscrimination as the core. A variety of mechanisms for redressing student rights, including student complaints and appeals, OIA and judicial proceedings, have been established. On the premise of applying the principle of academic deference and exhausting internal remedies, the rational distinction and value balance between autonomy and rule of law, and the promotion of the articulation and complementarity between internal remedies, external nonlitigation remedies and judicial remedies constitute the basic rules and evolutionary logic of the construction of the system of student rights remedies in UK higher education institutions. Drawing on the experience of the UK, we urgently needs to clarify and distinguish the jurisdiction scope and function of various higher education institution student rights relief mechanisms, give full play to the special role and buffer function of the nonlitigation dispute resolution mechanism, establish an effective linkage mechanism between the internal relief and external relief channels of colleges and universities.

83 The quality stipulation in high-quality development of vocational education

The high-quality development of vocational education is a basic value judgment for the development of vocational education to adapt to the strategic needs of the economy and society in the new era, which is embodied in adhering to the high-quality goal of talent training, optimizing the type orientation of vocational education and implementing multi-subject cooperative education. The orderly state of education, economics and management laws has become the basic standard for evaluating the development of vocational education. The high-quality goal of talent training requires adhering to morality and cultivating craftsmen with feelings, and combining morality and skills as quality standards; optimizing the type orientation of vocational education requires vocational education to strengthen the spiritual inheritance of advocating practice and meet the needs of the market for technical skills, focusing on the construction of a skill-based society; multi-subject cooperation in running school requires the efforts from multiple subjects to operate vocational education to achieve multi-subject collaborative work and development on the basis of win-win cooperation through the deep integration of industry and university.

92 The key institutional barriers to the high-quality development of vocational education and their structural elimination

The high-quality development of vocational education must form systematic achievements. In this process, there are some key institutional barriers to break through. In order to improve the vocational education system, vocational education should clarify the positioning of vocational education at all levels and use the VET entrance examination as a driving mechanism to break through the institutional barriers of vertical coherence and horizontal integration of vocational education. Curriculum construction under the vision of national policy should strengthen the national professional teaching standards system, correctly understand its connotation and significance, clarify the modular construction ideas, and highlight the educational development path. The fundamental guarantee of highquality development is the construction of teacher training system. We should break through the project-based teacher training thinking, improve the teacher competence standards with the postvocational stage as the main front, and reform the teacher qualification certificate system.

100 International education risk assessment model construction and application: based on the evaluation of Britain and America

A reasonable risk assessment tool for overseas study is an important support for creating a safe environment and promoting the development of overseas study, as well as a necessary guarantee for the national education opening up strategy. Based on perceived risk theory, the establishment of risk evaluation index system is divided into safety risk and education risk by Delphi method. Further, using analytic hierarchy process, the risk assessment model of overseas study is constructed, and the risk level of main destinations is evaluated with fuzzy comprehensive evaluation method. The feasibility and applicability of the model are verified by the empirical study of the important countries such as the United States and the United Kingdom. In order to reasonably assess the risk of study abroad and ensure the quality of students′ education, our country should strengthen the awareness of risk identification among international students and carry out education on study abroad safety, establish a risk warning model to conduct comprehensive risk assessment, improve the risk management path and build a social support system.

115 The formation mechanism of university graduates′ entrepreneurial imitation behavior: an analysis based on grounded theory

Based on grounded theory, this study constructs the formation mechanism model of university graduates′ entrepreneurial imitation behavior. The model shows the entrepreneurial imitation behavior of university graduates can be divided into three types: conformity, learning and creativity. Factors such as driven by interests, guided by models and perceived rationality are the main driving forces for the formation of entrepreneurial imitation behavior of university graduates. External supporting factors such as schools, government, enterprises, relatives and friends are significant supporting forces for their entrepreneurial imitation behavior. Factors such as personal characteristics, resources endowment and entrepreneurial efficacy play an important role in regulating their entrepreneurial imitation behavior. The perceived factors such as entrepreneurial risk and imitation risk hinder their entrepreneurial imitation behavior. In the education of mass entrepreneurship and innovation in universities, university students should be helped to avoid the impact of utilitarian entrepreneurial value orientation and guided by positive entrepreneurial examples; opportunities should be provided for university students to integrate into the practice of mass entrepreneurship and innovation, so as to enhance their capacity for entrepreneurship and innovation practice; the cultivation of creativity and original entrepreneurship should be attached importance to encourage them to innovate in imitation; at the same time, the guarantee mechanism should be established and improved to strengthen the allround support for university graduates′ entrepreneurship.
