"Double First-Class" construction is one of key construction policies of higher education in China, and an important measure to realize connotative development of higher education in the popularization stage. The key to sustainable development of "Double First-Class" construction is to build a scientific and reasonable evaluation system. The effect evaluation of "Double First-Class" construction should follow the concept of student-centered, outcomebased, continuous improvement and multiple participation, optimize the evaluation content, focus on the connotation of first-class universities and disciplines, and deal with the relationship among discipline construction, personnel training and scientific research. It is also necessary to balance international standards and Chinese characteristics, common requirements and classified evaluation, subjective qualitative and objective quantitative indicators, and improve the collaborative evaluation system of multiple subjects such as governments, universities, peer experts and third-party evaluation agencies, so as to better realize connotative development of higher education in China.

7 Skill power: China′s strategy in the age of vocational education 4.0

The vocational education of human society has experienced the development and evolution course from the age of 1.0 of agricultural society to the age of 2.0 of earlier industry society and the age of 3.0 of later industry society. Presently, it is entering the stage of 4.0 of the knowledge society, and Chinese vocational education is entering a new age characterized by skill power. In the era of vocational education 4.0, the world′s major developed countries have actively promoted the process of skill power through the strategy of highly skilled talents, so as to maintain their leading position in vocational education development. However, there are still shortcomings in highly skilled talents′ training and the vocational training system in China. Facing new trends of China′s industrial internet construction and new requirements for promoting economic transformation and upgrading, it is necessary to redesign Chinese framework with right understanding of goals and strategies. On this basis, we could build a modern vocational education training system, promote intelligent and international development of vocational education, fasten the reform of the curriculum system and talent-training model, establish first-class teaching staff, and construct world-class vocational colleges, so as to further develop China into a strong country of skills, vocational education and human resources.

15 Cost and benefit analysis on the formation and solution of the predicament of vocational education run by state-owned enterprises

With the change of the management system, vocational education run by state-owned enterprises is no longer closed and increasingly open, and the cost of running schools gradually exceeds the benefit from running schools. Based on public goods and the theory of groups, the cost-sharing pattern of vocational education run by state-owned enterprises should change with the size of groups covered by the benefit from running schools. However, due to the "fuzziness" and "conflict" in the legal status of vocational colleges run by state-owned enterprises, and the "in place" and "absence" of government financial support, the vocational colleges run by state-owned enterprises belong to public institutions in the management system, but are caught in the predicament of running a school without the legal basis. In addition, the lack of the ability to obtain external resources of the vocational colleges run by the state-owned enterprises leads to the inability to do anything when they are faced with difficulties in running schools. Therefore, the key to getting out of the predicament of vocational education run by state-owned enterprises is that the government should clarify the legal status of vocational colleges run by state-owned enterprises, establish a cost-sharing mechanism, and constantly strengthen the external resource acquisition ability of vocational colleges run by state-owned enterprises.

25 The internal logic of private universities′ development: reconstruction and transformation paths

As an important part of China′s higher education system, private universities play an important role in higher education popularization process. But there are problems behind leapfrog development of private universities under the economic logic. Specifically, profit-seeking nature of running motivation leads to lack of long-term stability in development, utilitarian running concepts lead to short-sighted strategic planning, and single-source running funds affect running quality improvement.Private universities need to return to the education original intention to reconstruct the internal development logic, and to develop through stable school-running orientation, suitable strategic planning and concern for stakeholder interests. They should innovate educational development concepts and create stable internal environments, and improve the decision-making management system and plan the appropriate strategic layout. Besides, governments should innovate policies and create favorable external environments for classified development of private universities.

32 The background, challenges and strategies of developing new high-level private universities in China: taking Westlake University as an example

Under the background of the country′s strong support for social forces to build education, the increasing willingness of social donations to education, the great rejuvenation of the Chinese nation calling for high-level private universities and the continuous improvement of the system of private education policies and regulations, developing new high-level private universities with Westlake University as a typical representative is an objective need of economic and social transformation and the development of higher education in China. From the perspective of the development process of Westlake University, its formation mechanism is mainly reflected in the following aspects: obtaining government support and integrating educational resources; implementing expert governance and gathering first-class talents; adhering to limited disciplines and promoting characteristic development; setting up foundations and accelerating diversified fund raising; optimizing the board structure and laying the foundation stone of governance. At present, the sustainable development of Westlake University is faced with such prominent problems as ambiguous positioning, shortage of funds, lack of characteristics and crisis of legitimacy. In the future, the development of Chinese new high-level private universities with Westlake University as a typical representative needs further clarifying the orientation of running schools, opening up a wide range of sources of funds, shaping the characteristics of running schools, and optimizing the internal and external institutional environment.

42 An exploratory study on the tenure track system for China universities: a case study based on A University

Under the background of "Double First-Class" construction, high-quality faculty become university core competitiveness. Many "Double First-Class" universities in construction learn from foreign tenure track system, but face obstacles in the reform. Through the case study of the reform process of the tenuretrack system in A University, this paper analyzes the reform process logic: system preparation, transplantation, conflict, transformation and performance. System localization plays a decisive role in system transplantation. Key principles of tenuretrack system reform′s virtuous cycle are extracted by commenting on strategies adopted by A University in its various reform stages. The premise of the reform is to implement classified management of faculty and authorize colleges to hire faculty independently. The transplanted system can take the way of system pilot to discover the system conflict in time and reduce the reform cost. In the system transformation process, incremental reform can be adopted to safeguard interests of institutional subjects, promoting the old and new system′s interconnection and realizing the selfsustaining of the system. Considering pressure and mentality of former faculty, the reform cannot be achieved overnight, but steadily proceed and gradually form a tenuretrack system that conforms to nation and university situations.

52 Difficulties of academic professions of young faculty and institutional reform paths in the context of the appointment system: the perspective of new institutionalism

As a new generation of academic forces, young faculty are often regarded as important achievers of organizational academic performance and also main institutional objects of the appointment system reform. Starting from the classical theory of new institutionalism, this paper examines academic professions of young faculty in the context of the appointment system reform, in order to see through the institutional root of the plight of young faculty′s academic professions. With the continuous deepening of the reform of the appointment system, many difficulties of academic professions of young faculty are highlighted. The reform of the appointment system impacts the traditional identity of the "unit person" and ignores path dependence, and many traditional characteristics of academic professions of young faculty are changed. The "principalagent" typical academic contract relationship restrains the action space of young faculty, pursuing academic performance and career competition become normal in young faculty′s academic professions. The alienation phenomenon exists in the process of young faculty′s academic professional behavior and psychological schema. The reform of the appointment system from the perspective of new institutionalism should follow the internal law of academic professions, strengthen the institutional rationality and highlight the reform′s people orientation, and build the culture of grassroots academic organizations and improve the level of discipline governance, so as to realize the purpose of the reform of the appointment system.

61 Research on influencing factors of knowledge transfer performance in MOOC under virtual learning circumstances

MOOC is a hot issue in education and academic circles. Teachers carry out teaching activities through the MOOC platform, and knowledge is transferred between teachers and students. Knowledge transfer performance is the lifeline of MOOC′s development. In this study, quantitative research was used to investigate the impact of knowledge characteristics, MOOC platform media, and characteristics of the knowledge output side and knowledge receiver on knowledge transfer performance in the process of MOOC learning. The research shows that the implicit and systematic knowledge has a significant negative impact on knowledge transfer performance; the complexity of knowledge, the characteristics of knowledge receivers, the coding ability of knowledge exporters and the operationality of MOOC platform have significant positive effects on knowledge transfer performance; the transfer willingness of knowledge exporters and the interface friendliness of MOOC platform have no significant effect on knowledge transfer performance. By analyzing the key influencing factors, this study puts forward targeted suggestions to optimize the knowledge resource structure of MOOC platform, break the barriers of knowledge transfer between teachers and students, improve the operability of MOOC platform, and improve the performance of knowledge transfer.

73 Factors affecting Chinese science and engineering major undergraduates′ satisfaction with specialized course teaching in the context of "New Engineering Education"

Undergraduates′ satisfaction with specialized course teaching plays a prominent role in enhancing teaching quality and learning effectiveness. In the context of "New Engineering Education" initiative in China, the study examines impacts of instructors′ classroom instruction methods, faculty academic support to students, course crossdisciplinary features, and multiple assessment methods on science and engineering major undergraduates′ satisfaction with specialized course teaching. The study finds that classroom instruction methods, faculty support to students and course crossdisciplinary features respectively significantly impact satisfaction with specialized course teaching. Multiple assessment methods play a partial mediating role between faculty support to students and satisfaction with specialized course teaching, while playing a fully mediating role between course crossdisciplinary features and satisfaction with specialized course teaching. Its impact on satisfaction with specialized course teaching is more salient for universities in Project 985 or 211 than universities not in Project 985 and 211. The study discusses measures to develop "New Engineering Education" initiative.

The development of the International Higher Education Demonstration Zone in GuangdongHong KongMacao Greater Bay Area should give priority to the integration of international higher education resources in Greater Bay Area and form a strategic alliance; strengthen the introduction of the highquality higher education resources all over the world, and build a diversified system of Sinoforeign cooperative education; establish the international campus park, gather international educational resources and expand its influence; build a worldclass regional higher education center, and export highquality higher education resources to countries and regions along the "Belt and Road".

96 Promoting social service of universities in Chinese context:international experience, practical issues and policy advices

With the deepening of the relationship between universities and society, social service of universities is becoming more and more important. The development of social service of universities could be divided into three stages: the preliminary stage of governmentled development, the accelerating stage of development driven by the "triple helix" model, and the advanced stage of development with extensive participation. The main feature of social service of universities in modern times is extensive participation, and it has great positive influences on the development of higher education and the whole society. Chinese universities have made some achievements in serving needs of social development, but presently there still exist obstacles, such as lack of longterm planning and targeted guidance in policies, uneven development among regions and fields, insufficient diversity and participation of participants, insufficient learning from international experience and a low level of international communication and cooperation. Therefore, in the future, China needs to make longterm planning, strengthen targeted guidance, promote balanced development of regions and fields, introduce multiple participants, improve the degree of participation, reasonably learn from international experience, and continuously push forward international communication and cooperation to promote comprehensive social service of Chinese universities.

107 Generation logics, evolution paths and promotion strategies of discipline clusters from the perspective of complex systems

A discipline cluster is a multidisciplinary collective composed of multiple disciplines and elements. It′s a typical complex system with characteristics of selforganization, heterogeneity, nonlinearity, aggregation and dynamics. The coevolution from independent disciplines to a discipline cluster with whole functions follows dual logics of "selforganization" and "otherorganization" in complex system evolution. The endogenous driving force from knowledge innovation and the exogenous driving force from organizational power are fundamental driving forces that influence generation and evolution of discipline clusters. Under different time and space conditions, they have different degrees of influence on discipline clusters, forming two generation and evolution paths of knowledge innovation and organizational power. According to the theory of collaborative governance, this paper puts forward promotion strategies of discipline clusters: changing thinking modes, and building a network of open and cooperative disciplines; balancing internal and external forces, and considering both discipline foundation and organizational management; creating common vision, and remolding collaborative innovation culture of discipline clusters; constructing collaborative mechanism, and improving the ability of collaborative governance of discipline clusters.

115 A survey on Chinese undergraduate teaching reform and the way of its modernized governance: the analysis of the reform process and governance models in the last two decades

With the advancing of higher education popularization, our undergraduate teaching reform entered the qualityimproving stage. The reform continuously deepens through activating quality construction and its security system, establishing cultivation goals of innovative talents, implementing innovation and entrepreneurship education, utilizing modern education technology, and playing value guiding roles of morality education, by which firstclass undergraduate education gains its foundation. The undergraduate teaching recovered its central position in the university work, and talent training objectives turned to integrated talents with core competence. But objectively speaking, there exist deficiencies in talent training quality of our higher education, and they demand strengthening teaching governance to improve talent training modes. Countering problems in the university teaching governance practice, this article gives suggestions, such as deepening the separation of supervision, enforcement and evaluation and universitycollege management, constructing a scientific and professional teaching evaluation system, constructing teaching culture based on autonomy and responsibility, establishing teacher community and strengthening basic teaching organization construction, to construct a modern teaching governance system and provide guarantee for innovating undergraduate teaching.
