Abstract In order to learn from the experience of the worlds excellent universityaffiliated think tanks, the author visited the 21st China Program in the University of California, San Diego and conducted an interview with its Dean, Prof. Guang Lei. The present article summarizes the experience of the Program in thinktanks construction from five aspects, namely the likelihood of successful foundation of universityaffiliated think tanks, setting up of the research agenda, management of the researchers, ways to raise research funds and promotion of research achievements. Inspired by the Deans introduction, the author offers some suggestions on how to construct the Chinese universityaffiliated think tanks from the leadership system, the management institution and the transformation of researchers ideas.
