Abstract Personnel training, scientific research and social service are the three major social functions of modern universities. Due to the bias of the government and universities, scientific research has increasingly become the center of their social functions, and social service is also moving to the center. However, as personnel training tends to cater to and compromise on social service, it is gradually being marginalized. Universities choice of their functions should embody the features of the times and the essence of education, so it is necessary to establish a scientific relationship among the three functions.
