Retrospect, reflection and suggestions on the reform of cultivating top notch talents in undergraduate basic disciplines in China |

Abstract In order to improve the quality of cultivating talents in basic disciplines and strengthen the reserve of talents in basic disciplines, China′s education authorities have launched the reform of undergraduate education represented by "Base Construction", "Topnotch Plan" and "Strong Foundation Plan" since the 1990s. After more than 30 years of exploration and practice, the reform of cultivating topnotch talents in basic disciplines in China has been effective, but there are still shortcomings in the quality of student source, selection mechanism, curriculum structure, cultivation mode and school philosophy. In order to better deepen the reform of cultivating topnotch students in basic disciplines in China, education authorities and pilot institutions should follow the laws of higher education and the growth of topnotch talents, and solidly promote the reform of cultivating topnotch talents in basic disciplines; increase the allocation of educational resources such as teachers and steadily expand the scale of pilot enrollment; explore the reform of selection mechanism to form a new model of classification and diversified selection of topnotch talents; optimize the curriculum structure, increase the number of humanities and social science courses and elective courses as necessary; build a model of cultivating topnotch talents with "schoolbased" characteristics based on the characteristics and advantages of institutions; improve the evaluation system for cultivating topnotch talents and strengthen the institutional foundation for the quality of cultivating topnotch talents.
