Abstract In the era of digital economy, the international trade barrier system has undergone morphological changes, and the target of restrictive measures is shifted to the media elements of new trade activities, leading to conflicts at both public and private levels. So, a series of trade restrictive measures, as the external manifestation of value conflicts, will inevitably bring new challenges to the WTO. This paper will analyze the guiding role of the concept of value balance, comb the experience of the WTOs balancing value conflict, study the deficiencies in the existing experience of the WTO in balancing value under the new form of trade barriers, and point out the path to solve the problem. It is suggested that the WTO should give priority to the consensus of overall value balance in the negotiation of rules, draw on the effect of relevant provisions in regional or bilateral free trade agreements with different value orientation, and establish new rules on this basis. Meanwhile, in the practice of dispute settlement, the principle of proportionality should be flexibly used to deal with the new forms of value conflicts.
