Abstract Building China into a welloff society in an allround way in 2020 is an important content in the report of the 18th National Congress of CPC, as well as one of the important goals of building socialism with Chinese characteristics. Educational poverty is one of the core reasons behind poverty. How to relief the educational poverty caused by the cumulative causal effect of educational poverty is the research focus of all social circles. Targeted poverty alleviation is the core measure for building a welloff society, and educational targeted poverty alleviation is the key. Starting from the connotation of cyclical cumulative causal effect, through analyzing the formation mechanism of cyclical cumulative causal effect of educational poverty, we try to explore the possible countermeasures of cyclical cumulative causal effect of educational poverty.
